Does Washout Also Return Lands of a Specified Color Back to the Owner's Hand?

I wasn't sure if lands were immune to the effects of Washout or not.

You seemed to have accidentally linked to the User named Washout instead of the card Wash Out

Second, it is a common misconception that lands are colored permanents, people make this mistake because they think "The land forest produces a green mana therefore it must be green" but this is actually untrue, lands are colorless. The only counterexample to this I can think of is Dryad Arbor because it is a creature and if you look next to the card type on the card you notice a green circle and that is a cards color indicator (if it has one).

So in short/general, no Wash Out will not return any lands to you opponents hands unless that land is somehow made into a colored permanent by another effect, or is Dryad Arbor and you pick the color green.

Painter's Servant is the best example of giving lands a color.

Yeah, I tried to edit Wash Out after I noticed I had misspelled it.

By that same token, I would assume that All Is Dust also doesn't target lands, right?

All Is Dust doesn't target anything. A spell or ability only targets if it uses the word target.

All Is Dust affects only colored permanents. As stated above, lands are colorless (with the exception of Dryad Arbor), so they won't be affected unless another effect is causing them to be a certain color.

Yes, having a color isn't an interpretation, it's defined by either the mana cost or a color indicator (or in-game effects such as Painter's Servant) - not to be confused with color identity, which only applies to Commander (so don't concern yourself with it if you don't play a game of Commander)

Also, note that neither Wash Out nor All is Dust have any targets.

Correct, because lands do not inherently have a color.
