yes it does, but the ability only triggers on your own upkeep, not your opponents. say your turn 5 you play Scute Mob and your fifth land. you pass the turn to your opponent. you would not put 4 +1/+1 counters on Scute Mob during their upkeep. when the turn passes back to you, during your own upkeep, you put 4 counters on it. after your opponents next turn, and its back to you, you would put another 4 counters on Scute Mob . every one of your own upkeeps triggers Scute Mob ability and adds another 4 counters to it.

Ok so assuming the prereqs are met the scute mob gets n+ 4/4 each turn. That makes it a whole lot better for a deck I have.

ok so if i have Renegade Doppelganger copy scute mob for a few turns and it picks up some +1+1 counters then i have it copy something else like Khalni Hydra , the +1/+1 counters would be added on to the power and toughness of my hydra right? so i could have a 16/16 hydra?

+1/+1 counters stick around. So yes. Same reason Raging Ravine 's keep their +1/+1 counters.

Renegade Doppelganger can only become a copy of a creature until end of turn, so unless you can somehow cast a Scute Mob during your upkeep (Perhaps with Summoning Trap), the Doppelganger won't get any counters on it.
