So, does Hamza, Guardian of Arashin reduce the colorless kicker cost of a spell, like Myriad Construct? Is it potentially possible to cast it with/for its kicker cost for free...?

Yes. Kicker is an additional cost and cost reductions, such as Hamza's, are applied after determining the mana cost and any cost increases for the spell.
