Does a counter neutralize a ETB effect?

When I play a Snapcaster Mage and my opponent counters it with a Dissipate , can I use the ETB effect from the mage to flashback a Mana Leak to counter his Dissipate ?

No, Snapcaster Mage never actually enters the battlefield and as such it's ETB Effect never triggers

When your opponent targets Snapcaster Mage with Dissipate , the Mage is still a spell on the stack. A permanent spell doesn't enter the battlefield until after it resolves (and if it gets countered, it won't resolve at all).
