Does a copied cipher card copy the cipher effect?

Not copied with the cipher mechanic itself, copied with something like Reverberate , Chandra, the Firebrand , or dualcasting. So, to make it clear:

I -2 Chandra, then cast Hands of Binding , tapping two creatures for a turn and choosing to cipher onto Invisible Stalker . Would the real copy and the chandra copy both cipher onto Stalker, or just the real copy? I know the cipher mechanic's copy doesn't copy cipher, but I really need to know about copying it with other means, as I'm not certain why cipher doesn't copy cipher.

The first line of Cipher's reminder text explains it: "Then you may exile this spell card....". The copied cipher isn't a card, it's just a copy. Therefore you can't cipher it onto a creature.

Actually, cipher does copy the spell verbatim, and the copy will have cipher. It's just that the copy can't be encoded for the reason Greatsword gave.
