Do land destroy cards work on an opponent with hexproof

If my opponent controls a Sigarda, Heron's Grace giving humans and that player hexproof, am i able to use something like Stone Rain to destroy a land?

Yes you can use Stone Rain on a player who has hexproof, as hexproof "prevents spells and abilities your opponents control from targeting the thing with hexproof". This means you can use Stone Rain on their land and Lightning Strike on their creatures as it doesn't target them but you couldn't target them with a spell like Lava Spike.

You would not, however, be able to target a land with hexproof, such as an animated Lumbering Falls.

Yes. The text of spells and abilities is meant to be read very literally. Stone Rain only targets a land, and Sigarda, Heron's Grace only gives hexproof to your opponent and their Humans, not lands. Sigarda won't interfere with Stone Rain.
