Do Consecrated Sphinx and Notion Thief loop?

If I control Consecrated Sphinx and my opponent controls a Notion Thief, can I cause my opponent to draw their entire library?

Yes, you get the option to draw off of Consecrated Sphinx and the replacement ability on Notion Thief isn't a may so you can force them to draw. Each time they draw off of the force Consecrated Sphinx triggers again. The really great part is that since the Notion Thief will be gone in a multiplayer game after you mill them out, and you only use half the triggers to mill them. You can use the remaining triggers to draw as many cards as you would like (in groups of 2).

Provided there is no interaction, yes.

Consecrated Sphinx triggers for X reason, say an opponents draw step, and you put it on the stack and everyone let's it resolve. Notion Thief's replacement effect causes its owner to draw those two cards instead. Consecrated Sphinx triggers two more times. Repeat.

There are triggers and priority happening however, so it's not an auto win. Your opponent does have the opportunity to find a removal spell, or some other way to disrupt the chain, in their deck.
