Do cards like Rebuff the Wicked counter... er, counter spells?

I feel like I already know the answer, but just to make sure, I wanted to ask the community. If it doesn't, then I'll probably switch out some of my sideboard for cards that can.
That being said, are there any cards in white that can counter a counter spell? Thanks guys!
So, as an example: Cancel doesn't target a permanent (it only targets a spell), so Rebuff the Wicked cannot counter it.
A Cryptic Command with the modes of "Counter target spell" and "Return target permanent to its owner's hand" does target a permanent (and a spell, but all that matters is that at least one target is a permanent), so Rebuff the Wicked can counter it.

Rebuff the Wicked targets a spell that targets a permanent you control. Permanents exist only on the battlefield. If a spell doesn't target a permanent you control, it isn't a legal target for Rebuff the Wicked.
