Crew and haste

If i cast for instance [Fleetwheel Cruiser] that has haste do i have to tap creatures to pay it's crew cost so it can attack?

Torpor Orb actually wouldn't prevent Fleetwheel Cruiser from triggering its own ability. It isn't a creature when it enters the battlefield. Similarly Fleetwheel Cruiser never triggers Cathars' Crusade when it ETB since a creature didn't enter.

In general, yes, Haste doesn't allow a vehicle to attack on it's own. Since Fleetwheel Cruiser has an ETB ability that turns it into a creature, you won't have to crew it (unless, of course, Torpor Orb or a similar card prevents it from triggering).
