Control and the command zone

If a commander is in the command zone, is it considered under its owner's control? As an example, a Wizard enters the battlefield, triggering my Inalla, Archmage Ritualist from the command zone while Harmonic Prodigy is in play. Is Inalla under my control? How many times would Inalla's ability trigger?

The rule I found for this is 108.4.: A card doesn’t have a controller unless that card represents a permanent or spell; in those cases, its controller is determined by the rules for permanents or spells.

So from this we may assume you do not control your commander when they are in the command zone.

In addition to you not controlling Inalla, Archmage Ritualist while she's in the command zone, she's also not a wizard, but rather a wizard card as it is not on the battlefield.

109.2. If a spell or ability uses a description of an object that includes a card type or subtype, but doesn't include the word "card," "spell," "source," or "scheme," it means a permanent of that card type or subtype on the battlefield.
