Commodore Guff & Commander Damage when made into a creature?

I already know that his abilities don't cause Commander Damage, but what if I turn him into a Dragon or Bird using Sarkhan the Masterless or Sparkshaper Visionary?

Yes, that works, assuming you're asking about attacking and dealing combat damage. Any combat damage dealt by a commander is "commander damage". It doesn't matter whether or not the card itself was originally a creature card. The rule covering commander damage doesn't make a distinction:

903.10a A player who’s been dealt 21 or more combat damage by the same commander over the course of the game loses the game. (This is a state-based action. See rule 704.)
