Cloudshift on Angel of Serenity

If I cast Angel of Serenity and exile 3 creatures, then Cloudshift and exile 3 other creatures would the first 3 be permanently exiled and the last 3 be affected as normal?
Pretty much i'm asking would the Fiend Hunter , Cloudshift combo work the same with Angel of Serenity ?

If you Cloudshift in response to the ETB trigger, it works exactly like the Fiend Hunter combo. You are correct.
Because the LTB trigger resolves first and fizzles, the ETB trigger will permanently exile 3 creatures.

Technically speaking, the LTB trigger does not fizzle. Fizzling means the spell/ability is actually countered because it has no legal targets. In this case, Angel of Serenity 's ability will resolve, but it won't do anything because the linked ETB ability hasn't yet resolved and exiled anything to return.
Also, I mistyped in my first answer; the exiled cards would be returned to their owner's hands if the combo was executed incorrectly.

If you Cloudshift Before the ETB ability resolves, how would it exile those creatures and not just the ones upon it's second ETB trigger

Once an ability is on the stack, it exists independently of its source. Cloudshift ing the Angel of Serenity before its ETB triggered ability resolves will not remove that ETBTA from the stack.
Also, note that Angel of Serenity has what are referred to as "linked abilities." This means that the ETBTA and LTBTA triggered abilities of Angel of Serenity are connected; the LTBTA will only return to their owner's hands the creature cards exiled by that same Angel of Serenity 's ETBTA. Since a card becomes an entirely new permanent when it leaves the battlefield and then reenters it, the second instance of Angel of Serenity 's ETBTA (created when the Angel of Serenity was returned to the battlefield as per the effect of Cloudshift ) will not be related to either the ETBTA or the LTBTA of the Angel of Serenity in its "past life."
Since the LTBTA that was linked to the ETBTA in the original life of Angel of Serenity resolved before that ETBTA, there is no longer a linked ability that will return whatever that ETBTA exiles. The cards won't retroactively be returned, and the source of the ability left play and is therefore no longer related to that pair of linked abilities.

It would work the same. Remember, though, that you need to Cloudshift Angel of Serenity before Angel of Serenity 's ETB triggered ability resolves (meaning before those creatures actually get exiled). If you let the ETB ability resolve before you Cloudshift Angel of Serenity , then you will just end up returning those three creatures to the battlefield and exiling three different ones. You need the LTB ability to resolve before the ETB ability it would be related to so it doesn't bring anything back.
