Chandra, Pyromaster vs Hexproof Creature.

If I have a Hexproof Witchstalker and my opponent casts Chandra, Pyromaster and uses the +1 ability to deal 1 damage to target creature and 1 to life. That creature can't block this turn. Hexproof guys can't be targeted by spells or abilities therefore "that creature" can't be my Witchstalker correct? Local game store says he can't block but I disagree and want to have it explained. Thanks.

You were correct. In your example, your Witchstalker will still be able to block if you choose.
Since Chandra, Pyromaster +1 ability targets and your Witchstalker is hexproof (IE. Can't be the target of spells or abilities your opponent's control), there is nothing stopping your Witchstalker from blocking.
If your opponent controlled something like Glaring Spotlight , then this would be a different story.
