Why there are two card format in this expansion?

the set ''future sight'' had a theme of showing cards and mechanics that might be used in the future. that frame signifies potential future cards.
for example:Bloodshot Trainee was originally printed with that frame, but was then printed in scars of mirrodin

The whole Time Spiral block (Time Spiral, Planar Chaos, and Future Sight) had a "Time" theme to it, notably in the mechanic "suspend" Ex: Delay .
Future Sight's gimmick was instead of reprinting some old cards from past expansions, they would "reprint" cards from future magic expansions. These cards would have the 'future' card boarder around it.
For game purposes they're no different from any other card, except that their casting cost is vertical, instead of horizontal.

Also, the older gofy hinted at the future existence of planeswalkers. Look at the reminder text.
