Card Control vs Targeting

If a player controls a permanent that becomes the target of a spell or ability, if control of that permanent changes before resolution, does the ability fizzle?

If Ashen Rider targets a Consecrated Sphinx, if control of the Sphinx would change before resolution, does the ability fizzle?

No. Changing control doesn't cause a zone change. The object is still the same as before, but it has a new controller. Unless the spell or ability has a restriction on who can control the targeted object, the target will still be legal.

No, changing control of a permanent by itself would not make the Consecrated Sphinx an illegal target. The Ashen Rider ability would resolve as normal.

The only way the ability would be countered on resolution would be if the Sphinx became an illegal target when switching controllers. (I.e. The new controller has Asceticism in play). Or the Consecrated Sphinx left the battlefield in order to change controllers.
