Can Zur, Eternal Schemer’s ability stop something like Return to Nature by using its ability at instant speed?

Let’s say I have Zur out already, and then I play Authority of the Consuls. An opponent targets the enchantment with Return to Nature. If I play Zur’s ability to turn the enchantment into a hexproof creature in response to that, would Return to Nature fizzle out?

It would fizzle, as the enchantment turning into a creature and therefore getting Hexproof from Zur makes it an invalid target. The stack resolves in reverse order, and targets are checked when it's cast and when the spell finally resolves.
