Can you have multiple cards in EDH if the card rules say so?

Does the one card rule apply to cards such as Dragon's Approach , where they state you may have as my in your deck as you like?

Yes.

Rules on cards are there to modify the rules as they exist. Cards that say you can have "any number" or a certain number ( Seven Dwarves ) allow you to have any number or that specific number of copies in your deck in all formats including EDH.

Magic has something called the Golden Rule: if the rules say you can't do something but a card says you can, the card typically wins. This definitely s applies with Dragon's Approach ; you can put as many as you like in a commander deck.
