Can Yawgmoth proliferate with no cards?

If I have Yawgmoth, Thran Physician on the field and no cards in hand could I proliferate without any cards to discard as part of the cost?

No.

118.3. A player can’t pay a cost without having the necessary resources to pay it fully. For example, a player with only 1 life can’t pay a cost of 2 life, and a permanent that’s already tapped can’t be tapped to pay a cost.

In order to pay the cost of Yawgmoth, Thran Physician's ability, you must actually discard a card. If you have no cards to discard, you cannot pay that cost.
