Can Uril come back with Dragon fangs in edh?

The conditions for Dragon Fangs require a creature of 6 mana cost or greater to return from the grave. Can this be applied when recasting Uril, the Miststalker from the command zone, even though his starting mana cost is 2RGW?

He cannot be brought back. CMC is dependent only on what the upper right hand part of the card says (plus X while it is on the stack). It is not influenced by any additional costs like the commander tax or Thorn of Amethyst. So Uril, the Miststalker's CMC is always 5.
