Can one discard an empty hand.

Reforge the soul states: each player discards their hand, THEN draws 7 cards.
legendofa Couldn't find an example, but if a card says "do something unless discard hand", can you still choose to discard an empty hand?

If there was a card that said "Do X unless you discard your hand," then you could safely discard your empty hand.
For something like Avatar of Discord, you must actually discard two cards from your hand to avoid sacrificing it. Discard one or zero cards isn't enough, even if that's everything in your hand.

You can discard an empty hand. Reforge the Soul will have you discard your empty hand, then draw seven cards.
Note that discard triggers such as Feast of Sanity only trigger if a card actually leaves your hand. It won't trigger if you "discard" from an empty hand.
