Can one creature be sacrificed twice?

If have Curse of the Cabal suspended and Sheoldred, Whispering One on the battlefield, can my opponent sacrifice one creature to satisfy both cards?

No, your opponent can't do that. Spells and abilities can't have their costs paid simultaneously and they can't resolve simultaneously. They have to be processed one at a time. Your opponent needs to make a separate choice for each ability in your example.

No, they trigger separately. You can't sac 1 creature to fulfill both costs. It's comparable to how you have to pay 1 mana for each copy of Flusterstorm on the stack, not just for one.
