can Not Of This World be used to prevent a counter?

situation: i am casting Kozilek, Butcher of Truth from my hand. i have a Not of This World in my hand. opponent uses Cancel on my Kozilek, Butcher of Truth . Can i use Not of This World to cancel the Cancel ?

No, Kozilek is a spell until cast, it's not a permanent.

So Cancel is targeting a spell not a permanent.
