Can I tap Pillar of the Paruns to cast Noble Hierarch?

All in the question. If Noble Hierarch's color identity is , does that mean it is multicolored?

Somewhat related question, can I tap Bloom Tender for if it is on the battlefield with Noble Hierarch?

Color and color identity are two different things. Color identity only matters when you're building a Commander / Tiny Leaders / etc. deck. Otherwise, the game only considers color. Noble Hierarch is just Green. It doesn't interact with Pillar of the Paruns and will only contribute to Bloom Tender's mana ability.
