Can I put another spell after one i putted on the stack?

I mean, for example : Can i use Decree of Annihilation, then before the spell resolves, use Teferi's Protection to save my permanents?

yeah.

here are the rules of spells:

1) Instants can be cast at any time, even when there are spells on the stack.

2) Sorceries, creatures, planeswalkers, enchantments, and artifacts without flash can only be cast when the stack is empty.

3) Cascaded spells are resolved before the spell w/the cascade trigger. So if the first creature you play is a creature with cascade and you hit an enchantment, you can't enchant the creature as it hasn't resolved.

4) Cards and mechanics like cascade and Etali, Primal Storm allow you to break the rules of the stack-they essentially give the cards flash.

5) The last spell on the stack resolves first, which is why what you asked works.

6) State-based actions don't use the stack, so you can't respond to them.

It's also important to note that in order to respond to your own spells, you have to do so immediately after casting them - you can't wait to see if your opponent(s) take actions like Doom Blade-ing one of your creatures, then decide whether or not to respond to your own spell.

In addition, be sure to mark an answer as accepted, so this can be removed from the "unanswered" queue.
