Can I cast Living End with a cascade spell?

You can put double square brackets around the name of a card to make a link: Living End , Bloodbraid Elf .
Yes, this works. Normally an empty cost can't be paid, but cascade tells you to cast the spell "without paying its mana cost". That lets you get around the problem. FYI, this is why Hypergenesis is banned in Modern.

But since living end's only way of being cast is to suspend it shouldn't the cascade effect still just suspend it for 3 turns? This seems like it violates rules by casting a card that can't be cast, only suspended and then casted after 3 turns.

Living End doesn't actually have any restrictions on how it can be cast. The reason you usually have to Suspend it first is because Living End has an empty mana cost, and empty costs can't be paid. The beautiful thing about Cascade is that it has you cast the spell "without paying its mana cost", so you get around the problem of the empty cost.

Yes you can. You can't normally cast a spell with no mana cost, but you can play it via alternate means like Fist of Suns
The rulings page on Living End references Mind's Desire as a way you would be allowed to play Living End normally, and Cascade allows the same "You may play without paying its mana cost" alternate method.
