Can I cast extirpate just to make a player shuffle their library?

I have a deck idea where that involves the card Scheming Symmetry and Extirpate and I was wondering if I could cast extirpate with no targets in any graveyards for the purpose of getting someone to shuffle their library?

No, you must be able to declare all targets for a spell in order to cast it.
