Can I cast a counterspell targeting a card that says that it cannot be countered, in order to fuel my graveyard?

I have an untapped Jace, Vryn's Prodigy Flip on the battle field, and only 3 cards in my graveyard. I need an extra card in my graveyard to tap and then activate Jace. If the opponent casts Abrupt Decay can I cast a counterspell and it will just fizzle, or can I just not cast the counterspell at all.

Note also that you can activate Jace, Vryn's Prodigy Flip's ability without having five cards in your graveyard. I assume what you meant is that you wanted four cards in the yard so the ability's transform clause would apply.

"Can't be countered" just means that effects that would counter that spell or ability don't actually counter it. You can still cast a counterspell on uncounterable spells, but the "counter" portion of your counterspell's effect does nothing.
Note that this is not the same as fizzling. "Fizzle" is an archaic term for "countered upon resolution for having zero remaining legal targets." A counterspell can legally target an uncounterable spell, but the counter effect will do nothing. If the counterspell has other effects (e.g., Remand's "Draw a card" effect), those effects still happen as long as they aren't dependent upon countering the target spell.
