Can an X cost be higher than available mana?

This came up a couple days ago in my play group. I had Eye of Ugin on the field and went to cast Endless One. I know X is determined prior to the reduction going into effect but if I have say, 14 available mana, can I declare X to be 16 and have it reduced to 14 through Eye, or am I limited by my mana pool?

You are allowed to declare 16. Whenever you have a cost with X in it, you declare the value of X. When you go to pay for it, you apply all taxes and reductions, then if you are unable to pay for it, the game will rewind to before you cast the spell/activated the ability with X.
