Can a play choose not to pay 0 with Condescend if x=0?

I play mono blue tron and the scenario comes up occasionally where I control my opponent with Mindslaver and only have one blue open with Condescend in hand. If I make my opponent cast something, and condescend for 0, can I choose to have them not pay? Or is it considered already payed since it requires no mana?

If you are controlling them, and you cast that spell, then yes, you can chose for them not to pay 0 mana. If you are not controlling them, they can just say that they would like to pay the 0 mana.

A player can choose not to pay costs.

117.5. Some costs are represented by 0, or are reduced to 0. The action necessary for a player to pay such a cost is the players acknowledgment that he or she is paying it. Even though such a cost requires no resources, its not automatically paid.
