Can a creature with Haste attack on Turn 1?

This may sound strange, but for years I've heard that if a player who goes first casts a creature with Haste on Turn 1, that creature is not allowed to attack during that turn, but that it may attack on Turn 1 if that player is going second. It doesn't make sense to me. Is it true?
And even the "can't draw a card if you go first" thing doesn't apply in a multiplayer game, only 1v1.

And even then, that's a tournament rule and not a rule for the game itself. (talking about card draw)

It actually is a rule for the game itself, not tournament-specific.
- 103.7. The starting player takes their first turn.
- 103.7a In a two-player game, the player who plays first skips the draw step (see rule 504, "Draw Step") of their first turn.
- 103.7b In a Two-Headed Giant game, the team who plays first skips the draw step of their first turn.
- 103.7c In all other multiplayer games, no player skips the draw step of their first turn.

Kogarashi so then it's changed from the old days. It used to be that the player going first drew a card. Mind you, I'm talking about kitchen table Magic rules as they were in the old rulebooks that came with each box. Also the rule was (and I assume still is) 40 card minimum, but nobody did it that way.

vic a lot's changed from the old days, depending on how far back we're talking. Deck minimum depends on the format you're playing. Constructed formats like Standard, Modern, etc. have a 60 card minimum now. 40 is for Limited formats (Sealed, Draft). EDH/Commander has a 100 card minimum.

Kogarashi...1994. That's when I started. No such thing as Standard, Modern, EDH, etc. at the time. They had Type 1 (equivalent of Vintage or Legacy) and Type 2 (equivalent of Standard) and that's it. And those required 60 cards. But those were tournaments. Just to play Magic, the book said 40 cards. And no such thing as first player not drawing a card. I was not aware of the latter two having changed (for kitchen table Magic rules).

No. The only thing that the first player cannot do on the first turn is draw a card during the draw step (in 1 on 1 gameplay). Other than that, no other restrictions exist for the very first turn.
