Can a Color Spell Force a Creature to be Sacrificed With Protection From That Color?

Example, can my Celestial Flare or Devour Flesh work on Blood Baron of Vizkopa ?

Yes, because both of those target a player, not a creature. Protection stops Damage, Enchant/Equip, Blocking, and Targeting. Since neither of those spells do any of those things to the creature to be sacrificed, Protection has no effect on them.

So Mutilate will work on Blood Baron as well?

Yes. Like raithe000 said, protection only defends against Damage, Enchant/Equip, Blocking, and Targeting. Mutilate doesn't do any of those things.

Another answer to this question is, if the spell targets the creature like Mercy Killing it would not force him to be sacrificed.

Because protection disallows targeting, you wouldn't even be allowed to cast Mercy Killing targeting something with protection from it.
