Blinking Creatures with a Kicker

If I blink Stormscape Battlemage with something like Venser, the Sojourner , if I paid the kicker cost when I first cast it, do I get the effects again? Or does it just reenter as a vanilla creature?

You weren't given the option to pay any costs, let alone additional costs. It was simply put onto the battlefield. It will no longer remember that you paid kickers previously, nor will you have the option to pay them again.
