Available timing of multiple Patron Wizard abilities

Player A has an untapped Patron Wizard and an untapped arbitrary Wizard. It is Player B's turn. B casts an arbitrary spell.

Can Player A use the Patron's ability to tap itself targeting the spell, let the ability resolve, then choose whether tap the other Wizard or not depending on whether Player B paid for the first ability activation?

Yes, spells and abilities on the stack resolve one at a time and there is a round of priority in between each. This means that you can tap Patron Wizard to put his ability on the stack, let the ability resolve either countering the spell or having your opponent pay the mana, and then respond to their spell again with another activation if they decide to pay.

And in case this was part of the question (and worth noting anyway): while "summoning sickness" affects attacking and abilities with or in the cost, Patron Wizard's ability doesn't fall under any of those. So even if Patron Wizard has summoning sickness, you can still tap him to activate his own ability, because of how it's worded.
