9, assuming Animar has no counters on it.

A creature spell doesn't count itself when tallying the cost reduction from Animar's ability. Animar's triggered ability (the one that puts +1/+1 counters on it) goes on the stack after the creature spell is cast and paid for.

Therefore, you pay for the mana cost of Platinum EmperionMTG Card: Platinum Emperion plus the additional cost incurred by Augustin's ability.

If Animar has 9 counters, then you pay 0.

The total cost of a spell is the mana cost plus any additional costs and minus any cost reductions. In this case, that equation reads 8 + 1 - 9 = 0.

Ok. Arbiter increases the mana cost to 9 (8+1). Then animar reduces it by 9. The final cost is 0 mana.

You apply the mana cost, plus all cost increases. Minus all cost decreases.
