The Duel X costing cards have been seen before and it means that the value of X must be paid twice (ex. X=3 cost: X,X,2=3,3,2)

Actually, double X costs have been around for a while, see Conflagrate and Chalice of the Void .

In a way, the new Avacyn Restored card is reminiscent of Decree of Justice .

You must be able to pay the x cost twice. For example the spell Red Sun's zenith has a cost of xr. If you want to play that spell for 3 you must pay 3 mana and the red mana requirement. The xx spells work the same way only you must pay that number twice. So if you want the spell to do 3 damage you must pay 7 mana(3+3+red). The x cost in a xx spell must be the same number.
