1/1 counter mechanic

Urza, Chief Artificer makes a 0/0 token at the beginning of your end step. It gets a 1/1 for each other artifact. Mentor of the Meek lets you draw a card when a creature with power less than 2 enters the field. Does Mentor trigger before the 1/1 is applied to the token?

Static abilities (like those on the tokens that Urza, Chief Artificer makes) apply at all times. There is never a time that the token is on the battlefield that it is power 2 or less as long as you control 3 or more artifacts including the construct token.

Side note: You misread (or just mistyped the ability of) each of those cards. Urza makes a token that gets +1/+1 for each artifact there is no "other" in the text. Mentor of the Meek triggers on 2 or less, not less than 2.
