Attacks vs attacking

Do they qualify as the same thing? If I Preeminent Captain into a Precinct Captain with Hellrider on the field, does the Hellrider trigger by each of those "tapped and attacking creatures' or is the ability of hellrider only when a creature is declared as attacking?
So in the situation described, you'd attack with one Preeminent Captain , and both its own ability and Hellrider 's would trigger once since it was declared as an attacker. You would not get any other triggers from the second attacking captain or from Hellrider .
You can only declare attackers once per combat phase, all during the same step. Any other creatures that are "attacking" after your declare attackers step do not count as having "attacked", but they do count as "attacking creatures" (say, for the purpose of AEtherize or any similar card).

This is contradictory. What I was saying, if I declare Preeminent Captain and Hellrider as attackers, Preeminent Captain abilities triggers and I play Precinct Captain or any other soldier creature, does the soldier I play get to deal the 1 damage caused by Hellrider s ability?

No. As they said above, "put into play attacking" is not the same as "attacked". "Attacked" specifically refers to the declaration of attackers as a turn-based action during the Declare Attackers step of the Combat Phase. A creature that was put into play attacking did not, as far as the game rules are concerned, attack, and will not trigger Hellrider's second ability.
Also, it is worth noting that Hellrider deals the damage, not the attacking creature.

Epoch was talking about the second captain that came into play attacking. That captain does not trigger Hellrider or its own ability, only the first one did. So, in your scenario, you'd get 2 damage from Hellrider 's ability since you declared two creatures as attackers, and you'd get to put a Soldier creature into play attacking.

Thank you for the clarification.
I was only confused of the wording, attacked/attacks and attacking seemed too similar.
So in confirmation, Legion Loyalist
doesn't get triggered (i.e. giving creatures trample and first strike) when he comes into play by Preeminent Captain
, correct?

@armithel: Correct. Although Legion Loyalist will be an attacking creature, it never attacked because it was never declared as an attacker.

I was going to build what I thought would have been a cool soldier deck as you can tell, but I guess I'll have to rethink a lot of these cards lol.Thank you guys for sharing your knowledge.

Questions like this should be asked in the Q&A.
They aren't the same thing. Precinct Captain won't trigger Hellrider 's ability because Hellrider 's ability triggers whenever a creature you control attacks. "Whenever X attacks" means "whenever X is declared as an attacker."
