serum visions vs. preordain

I can see why serum visions is a good card and all but why is it so much more expensive than preordain? Both cards seem like they have their equal benefits depending on which deck you are running so why is serum visions $7 and preordain just $1?

Also because Serum Visions has only seen one printing in Fifth Dawn, an older, smaller set, while Preordain has been printed in a somewhat recent core set (2011) and the Venser vs Koth Duel Decks.

Firstly, as gold ghost said, preordain is banned. I believe preordain is better because you can immediately grab an answer to a problem in the cards you scry, or bottom both and try to find a solution. Doing this for only 1 mana allows you to dig three cards deep. Which made blue insanely consistent. Serum visions however is much weaker because it can only give you one card for that turn. The scry does help for future turns, but when you need an answer quick, preordain gives a way better benefit.

Preordain is way better, but like they said it is banned/restricted in other formats. Sleight of Hand is another that is more because it is not banned.

Because Serum Visions isn't banned in Modern like Preordain is.
