https://tappedout.net/mtg-decks/23-06-21-sultai-midrange/ That is an example of the decklist for anyone that does not know. Are we able to make any upgrades to this to make it historic/pioneer playable? or should it be left in standard forever?

Probably some numer of Fatal Push pioneer is about 70% aggro decks and if you cannot stabilize you just lose. Historic is only a smidge better when it comes to strategy diversity but I wouldn't attempt an explore deck in either format - there are some good cards in that archetype but none of them hold a candle to Brainstorm pheonix sheniaghans.
