thinking about building a red aggressive deck, and or a black and blue deck( containing desecration demon)any tips for making a deck on a budget etc ( $20 or less)

A lot of aggro decks are dying off a bit because there are so many good anti-aggro plays in black and blue at the moment.

Check out the Standard Daily events posted each week at Wizard's website on Fridays, under "Decks of the Week."
Here's one example of what you might be looking for, if you scroll down and look at the deck by drevopolom. It's a really inexpensive red deck.
While it won't always win every tournament you go to, it's enough to help you place high enough in events to win prizes and build up your collection through booster packs or store credit (if your LGS offers it).

Well, two Desecration Demon s match your budget so that's not an option...if you want to see some good budget deck ideas i made an article yesterday. If you go down to the 'Articles and Challenges' there should be a post called "Budget Building, a guide" and a lot of great and cheap decks have been submitted on that you could use for some inspiration.

If you want it under $20, Desecration Demon isn't an option...
Red Deck Wins are always decent decks, but Mono-Blue is so potent right now, and it has cards like Tidebinder Mage and Master of Waves mainboarded, Mono-Red just kind of dies off...
Maybe Mono-Green?
