Ok, heres how this works. You create a card to the specifications of the person above you, then list your own card idea for the next person. I'll start.
Variety XX
Sorcery
If X is 2 or lower, draw X cards. If X is 3, put X +1/+1 counters on X target creatures. If X is 4, return X target creatures from your graveyard to the battlefield. If X is 5 or more, Variety deals x damage to target creature or player. If X is 10 or more, you win the game.
Create a life gaining multicolored Turtle with power twice it's toughness or vice versa.
As the progentitor of this plane, it seems fair I add in a bit more. THE PEOPLE HAVE SPOKEN!
So, there is an avenue we haven't touched on; We have nature in the land, nature in the sea, so there must be SKY!

Dawnbreak: Whenever this creature enters or attacks, place a Warmth Counter on it.
Whenever there are 3 or more Warmth counters on ~, you may remove all Warmth counters from ~. If you do, choose one:

Frostbitten Swamp

Frostbitten Swamp enters the battlefield unless you distribute two -1/-1 counters among creatures you control.

Whole new set of lands to tutor and stuff. Some fringe decks would also benefit from the free counters. Obviously the pattern would follow suit for the rest of the Frostbitten cycle
I think -1/-1 counters to show the absolute absurd cold weather would be a nice subfocus for this plane, so let's see something that handles them in whatever capacity you see fit

Snow Tribal Sorcery - Yeti (Rare)
Affinity for Yeti
Destroy all nonsnow, nonland permanents. For each permanent destroyed in this way, create a 3/3 green Yeti Snow Creature token.
Unlike the trolls, Yeti are vastly more destructive in their capabilities. And unlike the goblins, their hunger is insatiable. Truly, the worst of both species.

Whenever a creature enters the battlefield under your control, you may draw a card.
+1: Sacrifice a creature you control. You may reveal cards from the top of your library until you reveal a creature card less than or equal to the amount of loyalty counters on ~. Put the revealed card onto the battlefield.
-2: Choose target creature you control. Tap all creatures target opponent controls that have lesser power.
-X: You get an emblem with "At the beginning of your upkeep, create X 2/2 Yeti creature tokens with trample and vigilance."
So Garruk naturally chose Yetis for their abominable features and savagery. Maybe he's fighting against another walker? A new one, perhaps?
Next challenge is to either create a New Walker for Garruk to challenge, or use an existing one!

Personally, I'd love to see a faceoff between Garruk and Lukka. Garruk empowers and emboldens animals and bends their will to align with his desires, but Lukka dominates and subjugates them. The difference between them is that Garruk respects their will, while Lukka enslaves his as "tools of war".

I'm down for that. However I haven't paid any attention to the challenges for a while so I know nothing about this set. I would need a recap and description with comment references.

Lawmage Bridgette has brought an ice age to the plane of Matzoth. There are four major factions so far: Leviathans (big spells and bigger creatures), Yetis (snow matters), Rangers (stall and control), and Griffins (anti-snow with warmth counters).
And, of course, anything else that fits thematically or mechanically.
Hunter's Determination
Enchantment
Nontoken creatures you control have revenge. (When it dies while blocking, create a 1/1 colorless Spirit creature token with flying that can't block.)
Survival -- At the beginning of your upkeep, if you control four or more nontoken creatures, put a -1/-1 counter on each of up to two target creatures.
This is a summary of the Rangers stuff.
Level 1: Wild.

History
Many wonder how Bridgette, a calm, collected mage, happened to recreate an Ice Age. Answer is; she wasn't calm or collected.
it's a frozen tundra. An endless expanse of snow and ice. Like antarctic.
For centuries, the leylines of Matzoth lay dormant; Submerged in miles of ice and in a state of perpetual stasis. With the sudden and violent eruption of the underwater Canal of Fire, the entire world has once again reawoken. And like a bear fresh from hibernation, it is unrelenting in its ferocity.

Yetis
Ages past, Moroz was the sole reason the mountain passes were clear. As long as he was given his Solstice offerings, one could freely transverse the peaks without issue; since the villages have refused his tithe, he refuses them their hunting grounds.

I feel like we need more lands so here we go:
Equatorial Oasis

Sooo, since the first spell that kicked off the whole designing spree says "REfreezes" it makes sense that the historic people on that plane would already have made similar experience, hence the flavor text.
First I was thinking striktly tailoring this to the Griffin faction, but then decided it should slot into all of the green decks.
The idea is that, while most of the planet is ice, the equator region is kinda hard to maintain for Bridgette since it naturally keeps melting more easily.

Additional thoughts:

The Yeti/Bridgette/Ice faction is clearly the agressor in my mind, bringing misguided law/Cryofascism over the world
-
The Rangers and other tribes are mostly at the mercy of Bridgette, and can only semi-organize themselves into a secret underground resistance. They are scattered all over the icy regions and communication and coordination is hard.
-
The Griffins and most other creatures in that faction can pose the OPEN resistance. Since the equator is hard to control for Bridgette, this faction can openly confront the agressors.

The Leviathan faction is almost neutral, indecisive or indifferent about the general situation (at least in my mind) so naturally, the other factions will try to win them over for a decisive victory to gain definitive control over everything.
Current challenge is still:
Level 1: Wild.
Level 2: Create another card for Matzoth.
Level 3: Summarize another faction in a single card.

What I love is how very clearly Leviathans have taken the place of Dragons and the Griffin almost have taken the place of Sphinx.
But what role have the Yeti taken?
Perhaps Giants? Idk
Definitely an interesting group. Especially having two Shards (Bant and Naya) and two enemy guilds (Izzet and Golgari)
But I feel black is under represented, only showing up for Rangers
Should there be a 5th clan to bring up black mana?

Imho it's interesting if we just left to be underrepresented for this particular set of precons and the story attached to it. It is way too often used as a sugarcoat for "evil stuff" and we have at our hands a great opportunity where can shine as the good folk suppressed underdog resistance and at the same time the opposite is true for the main aggressor/villain be in the colors considered more "peaceful" or good. Makes total sense for the thing we got going. It creates interesting tensions which could not be explored in a limited/draft set for example.
Maybe, for completeness sake or if we wanted a fifth thing for lore or sth, there could be an artifact centered faction but their ties are much more focused on the time of the first freeze? Maybe they are extinct/dead/missing? Legends looking to be found or to be awoken... their spirits to be summoned?
But again, I do not think we need to go there.
If anyone's wondering, there seems to be no current challenge, so let me just spell out the last one in case readers are lost:

I think adding a 5th faction could would be nice, maybe a faction? Build off what sergiodelrio said, and push both the artifact and rebellion angles. If the ranger is just trying to survive, than is trying to win, a group of rebels struggling against the cold and yetis. From we get necromancy to raise the dead for information on lost artifacts, magical weapons and ruins to use a hideouts while gives us the defiant spirit along with speed for hit and run tactics, and in the literal sense fire vs ice.
And the current challenge until it changes:
Level 1: Wild.
Level 2: Create another card for Matzoth.
Level 3: Summarize another faction in a single card.

Lore?
Kazaroth hails from the plane BEFORE the First Freeze, an ancient lich that was entombed and presumed lost to the ages. The Second Freeze as awakened them, and they seek to find the lost relics to bring them back to power, using desperate humans as an impromptu digging team, heaving and excavating his tomb for the artifacts to ensure his return.
I think it kinda alludes and factors both of what the two said. Let me know what y'all think!

Kara, Spy in the Ice
Legendary Creature - Human Rogue
Snowwalk
Kara, Spy in the Ice is white, blue and green (this ability doesn’t affect its colour identity)
Whenever a permanent enters the battlefield from the graveyard, create a tapped Hideout token.
Once per turn, you may cast an Artifact card from your graveyard by sacrificing two Hideout tokens in addition to paying its other costs.

So the first ability is for how Kara has infiltrated the faction, a la Fallaji Wayfarer, and hideout tokens are:
Artifact Land - Hideout
: create a tapped treasure token with a stun counter on it.
The balancing on this is really delicate, as land tokens that create treasures can be very broken. I intend hideouts to be the mechanic of the faction. Maybe there are some cards that give hideouts abilities too.
NOOO i got ninja’d. I was gonna make a cool thing. Oh well. Um. Well, someone, maybe you FauxFaux since now you have the title of being the maker of this faction make a choice of whether or not hideouts should stay in the set outside of Kara.

More additional thoughts:

Why did the Yetis team up with Bridgette? This has bothered me a bit tbh but today it struck me - to them, she restores the world to what they consider to be its natural state, taking reference to the first ice age, a very motif!

The faction needs a stronger identity imho. Clearly, the key to fighting the ice lies in . The does not have that, but they are desperately looking to find the remains and offspring? of those people and their artifact tools who managed to defeat the ice in the past... but heck, even their tombs are hard to localize under all that snow.

I feel like the should mechanically be able to make use of the snow mechanic in such a way that it works against the snow theme. So while the rest of the defendant tribes are mostly avoiding the snow because they find it hard to deal with, or just melting it down with warmth, have the secret knowledge of how to use to their advantage... possibly, using that knowledge to end the first ice age did cost most of them their lives for some reason.

Some of the cards were not updating with their changes, so I gave up and moved on. Some could probably be costed a little differently, also.
The idea I had is that Yeti cost a ton of mana, but are extremely powerful creatures who utilize ice-based magic. Sort of like if Jund were less about destruction and more about control.

Crap, forgot the challenge.
So obviously continue with Matzoth, padding out the rest of the tribes.
As for the Yeti / Bridgette tribe name... I think it would be hilarious if we named it Mahaha.
The Mahaha is a mythological Inuit (people up in northern Canada and the artic) creature that ahem... tickles people to death.
Qallupilluq is a mythological creature of the sea who steals children through the ice. So the Leviathan?
Iksarvik would also be highly appropriate for them, too.
Tuniq is a race of extinct people who settled those lands long ago. That'd be a good one for the Rangers.

Well, given this set seems very tribe-based, I thought the faction should have a tribe too. So, rogues! Given that I'm still waiting on a decision on whether or not hideouts are part of it, I didn't put it here. But it is blue/red so maybe, because there are 5 factions, there are only 4 precons and they put the leviathans and rogues in the same one? Idk. This would be a Precon only card. If not, then the blue is black instead.

The First Ice Age
Legendary Snow Enchantment - Saga
Each player sacrifices a land and searches their library for two basic snow lands with the same name and puts them onto the battlefield tapped, then shuffles.
Each player sacrifices a creature with toughness 2 or less. Add for each creature sacrificed this way and you don't lose this mana as steps and phases end.
Each opponent draws a card. Search your library for a legendary artifact with mana value less than or equal to the number of cards drawn this way and put that card into your hand, then shuffle. Exile The First Ice Age and return it to the battlefield transformed.
End of The First Ice Age
Legendary Snow Enchantment - Saga
Each player sacrifices a snow permanent.
Exile this permanent, then you gain 1 life for each snow card in all graveyards and in exile.

The Matzoth set continues, lets see another card from there. Bonus if its for the faction, they still seem a bit disjointed.

So 's major mechanical themes seem to be artifacts, rogues, and anti-snow. Lorewise, while the Griffins are mostly concerned with removing the ice, and the Rangers aren't unified enough to offer a strong resistance, the Rogues are actively fighting with Bridgette's forces, which includes the Yetis. They're fighting both directly and indirectly through infiltration, and they're looking for ancient relics of the first Ice Age and the inter-ice periods that might help them. Some of these relics might still be owned by someone, and the owner might be convinced to help... Let's see how much of that I can tie together.
I like the Hideout tokens, but I don't think they should be a regular thing. One or two cards with them, showing the infiltrations, would be enough.

Part of me likes the idea that the only Humanoid survivors of this world are Humans, but at the same time I think some of the more fur-based types would have survived just well such as Leonine and Kitsune (cat and fox people). So like, not elves or dwarves or orcs. Idk just a thought.

Make an uncommon "keystone legend" for this plane for a theme we haven't made yet.
