A goal of the deck is to get haste on cheap goblins ASAP is Mass Hysteria worth the potential backfire?

Yes, absolutely! Group hug effects may feel bad in a deck that isn't designed for group hug, but you need to ask how much you can capitalize on the effect vs your opponents. Also, you have the beauty of using discretion-if your Mass Hysteria benefit is dropping 64 hasty goblins next turn, whereas your opponent gets one free swing with a random creature, then it's worth it. But if you find yourself across the table from a Zur the Enchanter or Kaalia of the Vast, you may need to weigh the benefits of each player's swing according to the situation. But mainly, it's a great boon to any deck that tends to win off of fast damage (goblins especially want any haste effect they can get, considering their exponential nature).

If you're in the best position at the table to make use of it, play it. If not, hold onto it. Maybe play it after a board wipe then dump out a bunch of tokens and kill someone. I like it.

There is a lot more haste everything I control, I'll just have to play it smart.

It's an all-star in my Krenko deck and mono-red decks are often in an excellent position to get maximum value off of it. I'd definitely test it out at the very least.
