Aztraeuz on Infect returning in Kaladesh?

aeonstoremyliver I would like to see Mana Burn come back on a Commander. A Commander that would have its Mana Burn effect active even while it was in the Command Zone like Oloro, Ageless Ascetic has an ability in the Command Zone.
It's hard to actually get it to work though. I'm thinking something along the lines of Citadel of Pain + Manabarbs .
