Neither, Wild-Magic Sorcerer says "The first spell you cast from exile..." and you are casting the spell from your hand.
If you instead have Maelstrom Nexus out and cast Arc Blade using The Face of Boe's ability you will cascade for 4 or less. Casting for an alternative cost does not change the mana value of a card.

I am attempting to make a The Face of Boe commander deck and was wondering, if I cast a suspend spell such as Arc Blade using Face of Boe's ability (casting arc bolt for 3 instead of five) and have Wild-Magic Sorcerer on the battlefield, would I be cascading into a 2 or less mana spell or a 4 or less mana spell?
