(3)(Black): Target opponent reveals a card at random from his or her hand. Target creature gets -X/-X until end of turn, where X is the revealed card's converted mana cost. Activate this ability only any time you could cast a sorcery.

For reference, rule 601.2c references this ("The player announces their choice of an appropriate player, object, or zone for each target the spell requires." is the first line of the section), which takes place before a spell's or ability's costs are calculated. While the quoted section specifically refers to spells, 602.2b points out that those steps are also applied to activating abilities, such as on Planeswalker's Scorn.
As Boza said, this means all targets are chosen at the same time, so you don't get to wait on choosing the target creature until the card is revealed by your chosen player. It's a gamble.

I am slightly confused about the targeting of Planeswalker's Scorn s ability:
Do I choose an opponent first, they reveal a card and then I target a creature.
OR
Do I choose an opponent and a creature at the same time, before a card is revealed?
