A permanent can only transform if it's represented on the battlefield by a double-faced card. Since Mirage Mirror isn't a double-faced card, it can't transform, ever. That instruction is ignored if you're resolving something that would attempt to transform a non-DFC.
As an aside, transforming and flipping are different things.
"Flipping" refers to the action of rotating a permanent 180 degrees, as in flipping Bushi Tenderfoot to Kenzo the Hardhearted.
Transforming refers to the action of flipping a permanent to its second face, as in transforming Huntmaster of the Fells to Ravager of the Fells Flip.
