9 mana is a lot to spend just to tutor out a single dragon. If you aren't ramping with ritual effects and mana-positive mana rocks to cast Dragonstorm then it would take a long time to be able to cast it and the storm effect isn't likely to trigger. Without those ways to ramp on the same turn that you cast it the card slot is far better off just being another 5 or 6 mana dragon that you can cast earlier in the game. With all the dragons available in the set, chances are that you could close out the game before reaching 9 mana.
Besides, the set gave us the much more competitive Dragonback Assault as a way to spam dragons onto the board. If you want to get fancy with your deck building, there's also Breaching Dragonstorm as a nod to the original Dragonstorm that you can play around with.
