Bident of Thassa needs to be in here. With so many creatures that will get flying, it can draw tons of cards. Deepfathom Skulker is the only other card I can think of with the same effect outside of green.

Fun black stax card is Lethal Vapors although it is very much a meta call. If you are playing with unknown players be careful, because sometimes a noob will just lose their turn and it's the worst thing you could've done. I have also played games with more experienced players where this stuck for 2-3 turn cycles, and then it is amazing.

Just wanna make sure you checked out Mikaeus, Extreme Sub $20 Budget EDH. It isn't mine, it's just a very powerful budget Mikaeus build.

Hi, I was looking at the deck and have a few suggestions.
Elixir of Immortality - I'm not sure how this card ended up in your list as it just seems kind of bad. The only reason people play it is to protect their graveyard from being exiled, but with out any tutors (like your deck), shuffled into your deck is about the same as exiled. If you're running this for the life gain, I would strongly suggest Sangromancer instead.
Bontu's Last Reckoning - I know it seems like a 3 mana boardwipe, but it often costs you far more mana, especially in the late game when you can lose over 10 mana easily. I'd play Crux of Fate, Nevinyrral's Disk, or Chain Reaction as effective (not to mention cheap) low cmc wipes.
Steam Augury - This is a way worse Fact or Fiction, as fact or fiction gives you the better pile while steam augury gives you the worse (also if you can convince someone to give you all the cards in fact or fiction it's far less risky).

I notice that you are running nowhere near enough ways to protect Jhoira. There is a Jhoira deck in my playgroup, and we have all learned to hit her with as much spot removal as it takes to keep her off the field, otherwise the deck can run away with the game (Last game I played he was literally casting her for 16 mana, you don't want to be that guy). I would definitely run Lightning Greaves and Swiftfoot Boots to give her hexproof/shroud. I would run even more protection for her, such as Clout of the Dominus and maybe even go as far as Alexi's Cloak effects (It does have flash so it isn't too bad). Counterspells are also worth mention here.

Two cards that I'd include that aren't currently in the list are Ogre Slumlord and Archfiend of Depravity. The slumlord makes chumpblockers for days, and they even have deathtouch while he's alive. The archfiend is less of an auto include, but if you want more ways to make sure the board doesn't get out of control it's nice (plus it helps ensure that you can keep the board empty once your Grave Pact is online).

Hello, I was looking over your list and have a few suggestions.
I tried playing Fell Flagship in my BR pirates list, and found it far worse than I expected. It costs 3 mana, and then after that it still has crew 2 for a 3 power boat. The only real upside then it the anthem, which is only going to add a max of 2-3 power to the board in a perfect world. More often, it will add about zero power to the board, as most people are able to keep your pirates somewhat under control, so it will only help if you're already going to win. I would try playing a much more impactful 3- or 4-drop such as Forerunner of the Coalition (He's been great for me, I know he seems subpar, but chaining them every turn in the late game gives the deck far more reach) or Dire Fleet Neckbreaker, who provides a much better anthem effect, as he buffs the turn he hits the board and doesn't require you to tap a decent number of your creatures.
The other card that I dislike to some extent is Dire Fleet Captain. I will admit that he seems like the best thing in the world when he becomes a 5/5 or so, but he will only be a max of a 3/3 on turn 3, and after that you are likely to face some removal. Now your meta might run less spot removal than mine, but I prefer a creature like Kari Zev, Skyship Raider. I'm also not too much of a fan of Fathom Fleet Captain as he tends to eat removal, but if he is working for you by all means keep him.
I would definitely try to find room in the deck for Kitesail Freebooter, as he can win games on his own. I know that at first glance he seems like an unimpactful creature, but he is far from that. Your opponent should never have more than 1 or 2 spot removal spells, so he can grab the only one, leaving them with no removal, or grab one of the two, which forces them to use the other kill spell on him. He is even more powerful when played with good timing, as if you can slam him down to grab a boardwipe the turn before it's going to be played, and then they have to spend their turn removing him to get the wipe back. I cannot tell you how many games I've won because of this guy, he is amazing.

Good catch my friend goblinguiderevealpls! As much as Monkey- would be a solid Summoner's Pact tutor target (as it will have a very hard time winning the game) it is in fact illegal, so it has been replaced by Progenitus one of the fastest game enders in magic, made even faster by Summoner's Pact :)

She could be a powerful loss condition, but alas, Summoner's Pact is a green only tutor =( I did put in Monkey- to make sure you have a creature to tutor for with it that has 0 chance of winning you the game...
