when Eldrazi Displacer exiles a card such as Thought-Knot Seer, would it cause seer's ability to go off after displacer's ability bring it back into play

Yes.

Thought-Knot Seer's ability (and the ability of many, many other cards that read "When ~ enters the battlefield, [...]") triggers when it changes zones from anywhere to the battlefield.

When Eldrazi Displacer's ability resolves, the Seer changes zones two times: from the battlefield to exile, and then from exile to the battlefield.

The first zone change will trigger its second ability (because it left the battlefield), the second change will triggers the first ability (because it entered the battlefield).

Once the Displacer's ability is completely resolved, the game checks if any abilities triggered during resolution and finds these two. Because they will be put onto the stack at the same time and you control both abilities, you will be able to put them on the stack in any order you choose.
