Can I gain control of target creature with Phyrexian Ingester's ability without exiling it if Willbreaker is on the field?

Yes. When Phyrexian Ingester enters the battlefield you must choose a target for its ability. Often times people will not choose a target as shorthand for choosing not to exile, but the game rules actually require targeting. This will cause Willbreaker to trigger and give you control. When Phyrexian Ingester's ability resolves you can then choose not to exile, because it says may.
